Michael E.
Duggan joined the DMC as president and chief executive officer in January
2004. Under his leadership, the DMC made a profit for the first time since 1997,
the 29-minute emergency guarantee initiative was implemented, and an innovative
Medicare-approved drug discount card program for seniors was launched. Prior to
joining the DMC, he was Wayne County prosecutor (2001-2003) and deputy Wayne
County executive. Duggan holds a doctorate of jurisprudence and a bachelor’s
degree, both from the University of Michigan – Ann Arbor .

Benjamin R.
Carter is executive vice president and chief operating officer for the DMC.
Before joining the DMC in May 2005, Carter served as chief financial officer and
executive vice president of Oakwood Healthcare Inc. in Dearborn, Mich. During
his tenure at Oakwood, which began in 1988, Carter served in several executive
positions at the health care system. Carter is a certified public accountant and
earned his bachelor’s and master’s degrees in business administration from the
University of Michigan – Ann Arbor. |

Jay B.
Rising was named executive vice president and chief financial officer for
the DMC in February 2006. Since 2003, he served as Michigan’s State Treasurer
and was previously with Miller, Canfield, Paddock and Stone, PLC. As Treasurer,
he oversaw the collection, investment, and disbursement of state monies and
public pension funds. His more than 20 years of experience has included
providing strategic financial counsel to the City of Detroit, Wayne County and
the State of Michigan. Rising received his Juris Doctor from the Wayne State
University Law School and received his Bachelor of Arts degree from the
University of Michigan. |

Mary L.
Zuckerman is the executive vice president and chief of business operations
for the DMC. Before joining the DMC in January 2004, she spent eight years with
Wayne County (1994-2002). During her tenure, she held various executive level
positions, including deputy county executive (2001-2002). Among her many duties,
she managed the day-to-day activities of the Executive Branch Departments and
the overall County budget of $1.5 billion. Zuckerman earned her master’s degree
in public administration from Northern Illinois University and a bachelor’s
degree from Winona State University. |

Thomas A.
Malone, M.D. is executive vice president and chief medical officer for the
DMC. Before joining the DMC in January 2001, he was president and chief
executive officer of Physician Direct Care and corporate director of neonatal
services for the Oakwood Healthcare System. Malone attended medical school at
Ohio State University, where he completed his pediatric residency. He continued
at Brown University, completing a fellowship in neonatal medicine, and is board
certified in pediatrics and neonatology. Malone earned his master’s degree in
business administration from the University of Notre Dame. |

William
R. Alvin is
the executive vice president, Strategy Development for the DMC. Before joining
the DMC in 2007, he was president and CEO of Care Choices Health Plan.
Alvin
has over 30 years of health care experience -- twenty of those years have been
as CEO for southeastern Michigan
health plans, hospitals and physician groups. During his tenure as the president
and CEO of Care Choices, it was ranked as the #1 health plan in Michigan and the
12th best in the nation by U.S. News and World Report.
Alvin
is responsible for working with DMC’s Executive Leadership and the DMC Board of
Trustees to develop and maintain the comprehensive strategic plan for the health
system and its subsidiaries. Alvin
holds a master’s degree in Public Administration with a concentration in Health
Care Administration from George
Washington University,
Washington,
D.C. and a bachelor’s degree from Thiel
College
in Greenville,
Pennsylvania. |

Floyd Allen,
Esq. was named general counsel for the DMC in January 2004 after several
years of providing legal services for the organization. His professional
experiences include twenty years of private law practice, service as director of
labor relations and wage administration for the City of Detroit, and as
industrial relations manager for Ford Motor Company. Allen received a doctorate
of jurisprudence from Wayne State University Law School, studied business
administration at the University of Detroit and holds a bachelor’s degree in
industrial relations from Wayne State University.

Pat Natale, RN,
MSN, is the Chief Nursing Officer for Detroit Medical Center, and Vice
President of Patient Care Services at DMC Detroit Receiving Hospital. She joined
DMC in 1978 as a Nurse Practitioner, and has served the organization in complex
leadership roles since 1987. Ms. Natale obtained a BSN from University of
Pennsylvania, and an MSN from Wayne State University. In 2002 she was a
Johnson & Johnson fellow in the Wharton School of Business for
Nurse Executives. Under her supportive and participatory direction, the
department of Patient Care Services successfully made the transformation to the
electronic medical record at all eight DMC hospitals within an 18-month
timeframe. Ms. Natale facilitates a single, integrated system-wide standard of
nursing care and practice, leading Patient Care Services on the journey
toward obtaining Magnet recognition for DMC nursing
excellence. |
